The management of United European Football Association (UEFA) addressed to German Football Union (DFB) officials demanding to prepare Germany for hosting European Football Championship in 2012, according to British edition Daily Telegraph. As informs British edition, the demand was received after UEFA inspectors paid recently a visit to Ukraine, which together with Poland is hosting Euro-2012. Preparation progress in Poland meets the UEFA requirements, but Germany is proposed to substitute Ukraine, according to NEWSru Israel. UEFA officials are worried that Ukraine won’t prepare and construct the projects for Euro-2012 in time. The report of inspectors, having visited Ukraine two weeks ago will be prepared by September, though as stated the edition the UEFA management is developing a backup plan for Euro-2012 transfer to another country expressing the worries about “unstable political situation in Ukraine, stadiums’ construction slowdown and infrastructure problems”. As it became known to Daily Telegraph the UEFA officials held talks with German Football Union lately as to hosting Euro-2012 together with Poland. Berlin and Leipzig are called as the possible host cities of the Championship.

The Taiwanese Archasia Design Group Limited company, still considering itself the only legitimate bidding winner on Olimpiyskiy NSC reconstruction is ready to resume negotiations with the Ministry of Family, Youth and Sports.

“Archasia Design Group Limited underlines its willingness to resume talks aiming to quickly and effectively solve the reconstruction issue” – informed press-agency of the company.

The company still regards itself as a sole legitimate bidding winner.

Manager of the company Alex Chen considers as a proof of panel’s decision legitimacy, considering its winning the reconstruction project bidding, the Prosecutor General’s Office revocation of its bill of complaint demanding to accept it illegal and revoke the panel’s decision.

Yesterday, July 23, the district administrative court of Kiev leaved without consideration the appeal of Prosecutor General’s Office as to checking up the Taiwanese Archasia Design Group Limited company’s lawful participation in bidding for Olimpiyskiy NSC best reconstruction project. The reason is its bill of complaint’s revocation.

Earlier the company sued The Ministry of Family, Youth and Sports demanding to resume negotiations and to provide its right for Olimpiyskiy reconstruction.

In April the Ministry chose Archasia Design for developing Olimpiyskiy reconstruction project though in June the negotiations were suspended, because in two-month period the company didn’t provide the correctly prepared documents on its legal position.

The construction works near Troitskiy shopping center in Kiev are going as scheduled, stated Yuriy Pavlenko, the Minister of Family, Youth and Sports on Thursday night, July 24 on 5^th channel.

Reporting on the Troitskiy trade center dismounting progress near Olimpiyskiy NSC the Minister Yuriy Pavlenko informed that “works near Troitskiy shopping mall are progressing as scheduled. No problems occurred as to dismounting the center. They are all removed by Kiev authorities and the Government’s resolutions”.

“As to Olimpiyskiy NSC reconstruction, resolution of the Government is adopted specifically for it, because decision taken by UEFA points out to really limited time-frame” – added the Minister.

UEFA resolution highlighted as “possible way of reducing reconstruction terms is removal of various restrictions, including those connected with prolonged agreement procedure. In this case the Government has adopted resolution according to which checking up, dismounting and projecting works needn’t any complicated and prolonged bidding procedure. Such resolution can be approved by multiagency work group consisting of different agencies officials, headed by vice Prime Minister Ivan Vasyunik”

- underlined the Minister.

Mr. Pavlenko expressed his view the President of Ukraine wouldn’t suspend Government’s decision concerning reconstruction works near Olimpiyskiy NSC.

Earlier it was stated that President of Ukraine Viktor Yushchenko charged the Cabinet with taking urgent measures on preparation and hosting final part of Football Championship Euro-2012, having signed the relevant decree on July, 21^st.

Marcin Herra, director general of PL-2012 company, responsible for Euro-2012 preparation in Poland told in his interview to Correspondent, Ukrainian magazine,

how Poland avoids serious problems while preparing for 2012 Europe Championship.

“What is essential in Poland is that absolutely everything is clear: everyone’s responsibilities, management and monitoring system is defined. One of the important priorities set by us is cooperation with 6 cities (holding the matches – ed. note)” – stated Marcin Herra. One of the crucial issues concerning the adequate preparation for Euro-2012 Marcin Herra considers having clear program for final Championship preparation.

The President of Ukraine Victor Yuschenko issued a decree «About instant measures concerning Euro-2012 final part preparing and holding in Ukraine». According to this decree the Government must activate preparation for Euro-2012. President’s press-service promulgated the text of the edict.

In obedience to a decree, it is incumbent to the Cabinet of Ministers to take steps as to increase of efficiency of preparation and holding of the championship management, bringing accounting in this sphere in accordance with UEFA requirements, providing here a clear distributing of plenary powers between the central and local organs of executive power which take part in preparation till September 1, 2008.

A president also charged to provide working up the General layout of preparation to Euro-2012 holding till August 1, 2008; to bring in a bill for consideration of Verkhovna Rada about confirmation of the National having a special purpose program of European championship final part preparation and holding till September 1, 2008; to activate together with Kyiv state Administration the work on preparation of NSK «Olympiyskiy» to holding of matches of the championship in obedience to UEFA requirements; to September, 1, 2008 to prepare together with Federation of football of Ukraine a suggestion as to activation of Ukraine and Poland’s collaboration on questions of preparation to the championship.

Except that it is incumbent to the Government, Dnepropetrovsk, Donetsk, Kyiv, Lviv, Odesa, Kharkov regional and Kyiv state administrations to provide driving of a transport infrastructure in accordance with the requirements of the European standards and UEFA, improvement of railway, motor-car and aviation connection between accepting cities; preparation and realization of conception of development of air-ports, public transport, travelling traffic control in accepting cities and suburban passenger connection; preparation and realization of the programs of alteration of air-ports foreseeing measures on attracting investors; preparation of suggestions as to the stage-by-stage financing of building and reconstruction of highways of the general use necessary for holding the championship during 2008-2012 years.

It is also incumbent to provide implementation of UEFA requirements as to preparation of objects of hotel infrastructure, to work out possible alternative variants of placing the guests of the championship, and also questions as to networking tourist informative centers in accepting cities, conducting of propaganda campaign of internal tourism related to the championship; preparation of sporting buildings taking into account the requirements of UEFA, in particular stadiums in accepting cities and also trainings centers for providing trainings of the teams-participants of the championship.
