Mostobud JSC is ready for the role of main contractor for Olimpiyskiy NSC reconstruction for Euro-2012 and to carry out all the necessary works in set terms. This was stated by Yury Tsiganok, acting deputy chairman for the building company.

Mostobud Company has fully and according to the schedule finished its part of complicated building and assembly jobs in dismantling process.

“It should be especially highlighted that company’s capability allowed it first, not waiting for finance provision to start preparation of Olimpiyskiy stadium to the future Europe Championship for its own account. The most complicated and responsible job like dismantling of Olympic flame bowl, information boards, all the inclined high-rise bearings for the lights weighing tens of tons, and live report center which Mostobud had to reconstruct was carried out with no UEFA remarks” - noted chairman of Mostobud Company.

Coordinating office for organization and hosting Europe Football Championship Final 2012 is headed by Ilya Shevlyak, dismissed today from the post of senior deputy Minister for Family, Youth and Sport by decision of the Government and appointed as deputy Minister for the Cabinet of Ministers.

“Coordinating office staff will make up 50 employees and will be formed only within the framework of existing overall personnel quantity for the Cabinet of Ministers Secretariat” - told vice Prime Minister of Ukraine Ivan Vasyunik.

“Today the decision of Cabinet of Ministers confirmed 17 national coordinators for transport infrastructure affairs and in particular airports, roads, sports and hotel infrastructure” - he added.

“Idea of creating Coordinating office under the Cabinet of Ministers Secretariat was generated by the reason to have the structure depending least of all from the politics. It isn’t influenced by the changes in the Government or any political situation. I’d like to highlight there wasn’t’ any other subjective reasons for winding up National Agency for Euro-2012 organization” - noted Mr. Vasyunik.

It’ll be recalled that today, November 19, by the decision of Cabinet of Ministers was liquidated National Agency for Europe Championship 2012 organization.

Andrey Kapustin, speaker for civil organization - Committee for public control over Euro-2012 commented on situation with winding up of National Agency for Euro-2012 organization.The expert considers liquidation of National Agency as logical:”We need to standardize the work of  authorities, for everyone tries to have their part and power”.

Andrey Kapustin doesn’t think dismissal of Yevgeny Chervonenko is connected with politics (earlier Mr. Chervonenko more than once stated that his dismissal was related to his relationship with the President).

“I don’t think it’s about politics and clearing-up relations between the Cabinet and President’s Secretariat” - told Andrey Kapustin. He relates winding up of National Agency with the visit of UEFA executive manager to Ukraine.

Speaker of the Committee for public control over Euro-2012 considers that very soon it’ll be clear how much the decision to do away with National Agency affects preparation to Europe Championship 2012.  ”We’ll see how new coordinator copes with authority given. In the first place we need to solve the problem with price growth for Olimpiyskiy NSC reconstruction”.

Andrey Kapustin regards improbable the idea of Mr. Chervonenko’s dismissal because of personal conflict with Grigory Surkis: “There wasn’t any open conflict except of some teasing. Honestly speaking, the Agency did everything but preparation to the Championship. That was the reason for its dismissal”.

Andrey Kapustin is sure winding up of National Agency for Euro-2012 organization is a positive decision. He refers to counterparts from Poland represented by Minister of sport in Poland who approved of the structure liquidation, ineffective in his opinion.

We remind that on Wednesday, November 19, by the decision of Cabinet of Ministers was liquidated National Agency for Europe Championship 2012 organization.

Officials from Main Internal Affairs Office of Ukraine in Kharkov region have discovered the embezzlement of 1.1 mln hryvnyas of budget funds by State Highway Service of Ukraine, by its regional subdivision in Kharkov in particular. As informed chief of Main Internal Affairs Office of Ukraine in Kharkov region Vladimir Frolov, the funds were attracted through State guarantees within the framework of carrying out State program for organization Euro-2012.

According to Mr. Frolov, in the process of check-up by police was found out that Kharkov Regional Highways officials have drawn a contractor (one of JSC in Kiev) which during its work process raised too high the cost equal to the stated amount.

Investigation board of Main Internal Affairs Office of Ukraine in Kharkov region instituted proceedings on malversation of funds or property embezzlement.

Former head of National Agency for organization Euro-2012 Yevgeny Chervonenko commented upon liquidation of his Agency.

“Today the Government hit not Mr. Cervonenko bur Europe Championship in Ukraine. It hurts to see it. How can one eliminate the Agency which has developed integrated program for the Championship organization, elaborated the bills which the Government is reluctant to adopt? They just don’t need the laws” - claimed Mr. Chervonenko.

“In our Agency work 70 staff workers who can speak three languages and didn’t used to take bribes. All our propositions are considered in the President’s last decree. However, Cabinet of Ministers and Ministries aren’t inviting us to the meetings dedicated to airports, stadiums and other conferences on Euro-2012. Still we’re going on with our business” - he noted.

“National Agency is very much hampering those who try to introduce their contractors hors concours. We wouldn’t like to share resources but you need to understand all the mess happening during political crisis - while the governments change several times a year, the body responsible for organization of Euro-2012 is winded up. Well, Euro-2012 is a management project which has to operate regardless of any political power” - claimed head of National Agency.
