Yushchenko accuses the government of financing failure in Euro-2012 organization

President of Ukraine Victor Yushchenko accuses the government of actual failure in financing of works related to country’s preparation to host Championship final of 2012.

It’s been declared on Wednesday in Kharkov at Constitution amendments presentation to university students and professors.

” No Euro-2012 is possible when 2009 budget stipulates 4,5 bln hryvnyas from Equalization fund, and it’s been actually donated 330 mln hryvnyas “, - claims the President, having emphasized that finances from special-purpose and Equalization fund can be allocated only in case of budget’s revenue fulfillment instead of deficiency”.

“Half of the year’s already behind and we’ve only obtained 1/11 of the annual plan “, - President expresses his indignation.

Besides V. Yushchenko emphasizes it’s been previewed to allocate 2,5 bln hryvnyas for transport infrastructure financing while by May, 20th it was allocated 30 mln hryvnyas for roads reconstruction including Kharkov-Kiev highway.

The President has reminded of his meeting with Prime Minister Yulia Timoshenko where he brought into focus the need to stir up efforts for worthy preparation of the country to host the Championship.

“It isn’t the European style and the country which undergoes last technical mission with UEFA’s executive committee on November, 30th has actually nothing done for the last 5 months from the point of view of state financing of key regional infrastructures” - V. Yushchenko highlights.

It was informed that Kharkov city authorities plan to address to the Cabinet of Ministers with the proposal to finish academic year one month before Europe Football Championship 2012 starts.

Kharkov authorities are eager to reduce academic year because of Euro-2012

The Kharkov city authorities plan to address to the Cabinet of Ministers with proposal to finish academic year one month before Europe Football Championship 2012 starts.

This was stated by Director of Euro-2012 Organization Department Victor Khristoyev at the meeting of Kharkov city council commission, Kharkov.proUA.com reports.

In particular, according to Khristoyev, it concerns those educational institutions, dorms of which will be involved in reception of Championship visitors.

The official says that it’s planned to move students out and get the rooms ready for visitors of Euro-2012 one month before the matches.

Khristoyev informs that at the moment Championship organization program has already defined 8 dorms in Kharkov colleges. These are dorms in National technical university HPI, Kharkov national university of Karazin, and physical training and sports schools.

Later on the list is going to be expanded due to the best dorms of Kharkov universities.

We remind that Europe Football Championship matches of 2012 start from June, 8th.

Euro-2012: Donetsk builders ask for help from authorities

June, 23rd builders and architects of Donetsk regio spoke about overcoming financial and investment problems at the Council on complex building in the region within the framework of preparation for Euro-2012.

“It’s clear that under hard economic conditions when income of the population have decreased, the creditworthiness both to authority and bank structures has fallen, so without Government’s help it’s impossible to solve builders’ problems. Therefore it‘s necessary to initiate the appeal to Verkhovna Rada deputies  requesting to ratify a string of bills which would help to breathe life into the branch.

The problem becomes more complicated because of the preparation for Euro-2012. It’s necessary to construct a set of objects, hotels in particular, so specific financing is required, - claimed Mikhail Derkach, Head of standing commission of Donetsk regional Council on architecture, building and reforming of housing and communal services.

According to Mr. Derkach, representatives of region’s largest building and architectural organizations participated in the Council which made it possible for participants to expand a circle of problem issues and consider different points of view in the further work.
As a result, representatives of the region’s building companies have agreed to create working group which would formulate offers concerning financial and investment climate
improvement at the region’s  building sites.

 Builders are going to submit offers to region’s authorities. If Donetsk builders don’t find support over there, they’ll seek for assistance in the State government.

Earlier it was informed that Ukrainian government would allocate a billion hryvnyas for Kharkov to prepare the city to host Euro-2012.

Ukraine advances Poland in preparation for Euro-2012

Ukraine advances Poland in sports infrastructure preparation for Euro-2012.
It was declared by Minister of family, youth and sports Yury Pavlenko on air of 5 channel, where he commented condition of Ukraine’s preparation to carry out Europe Championship - the Ukrainian Pravda informs.

“As to sports infrastructure,all the UEFA reports present Ukraine as having less claims”, - he notes.

” The main goal is to consolidate all the efforts of local and central authorities and executive and legislative branch so that those calls and problems we’re facing would be solved and we could confirm on November, 30th the right of four Ukrainian cities to host Euro-2012 and its final in Kiev “, - Mr. Pavlenko declares.

If none of the internal provocations is carried out till November, 30th we’ll keep four host-cities in Ukraine, claims the Minister.

Mr. Pavlenko hasn’t explained what is supposed by “internal provocations” though.

The Minister considers that four host-cities which hold Championship matches will have enough hotels.
Mr. Pavlenko’s also given an optimistic estimation to airports’ preparation in these cities.

Earlier it was informed, that Ukrainian government allocates billion hryvnyas to Kharkov for Euro-2012 preparation.

V. Yushchenko charged to find money on Euro-2012

After the extraordinary governmental meeting where amendments to the state-run special purpose program on Euro-2012 organization were accepted, officials had meeting with the President. Championship financing was on the agenda.

Vice Prime Minister Ivan Vasyunik, Head of National Bank of Ukraine Vladimir Stelmakh and deputy Minister of Finances Vladimir Matviychuk responded to President’s questions.

Victor Yushchenko expressed a deep concern over financial problems with Euro- 2012 objects.

At the meeting vice Prime Minister Ivan Vasyunik informed the President that amended state-run special purpose program on preparation and hosting Euro-2012 in Ukraine was ratified during governmental meeting. It previews financial support from Equalization fund and special purpose fund of the National Budget in the amount exceeding 8 bln hryvnyas.

The sources to refill the Equalization fund and special fund of National Budget were under the detailed scrutiny at the meeting.

The President charged National Bank of Ukraine and Ministry of Finance with looking through the possibility of Equalization fund refilling through internal governmental bonds with the obligatory purpose direction of the received funds to Euro-2012objects.

Viktor Yushchenko has also charged Ministry of Finance to gather information concerning non-fulfillment of profit in Special fund of National Budget and submit proposals concerning regulation of the issues.

The President urged the information to be provided in 10-day period.
